Two-wheel structural parts carry load through thin sections and sit close to the rider, so the component has to perform on its own material behaviour. Where the alloy and process suit the geometry, forging can provide strength in a small section, which is also what allows these parts to stay light.
Cold forming in particular can produce a work-hardened part with good dimensional repeatability in a single stroke, and generally uses material more efficiently than removing the same shape from bar.

Strength comes from section and material behaviour rather than added mass, which matters where weight is a selling point.
Volume with repeatability
Cold forging can hold dimension across long runs without the drift associated with a wearing cutting tool.
Anodised finish
A forged surface generally takes an even anodised layer, which this market expects cosmetically.
